The new master plan for the Osceola high school campus calls for the removal of the majority of the existing buildings and a reorganization of functions to bring the school facilities up to SDOC prototype standards. The project is phased over 3 years on an occupied campus meaning that construction work will happen while school is in session. The required separation and security measures are in place for each phase of the work maintaining access routes to all occupied facilities. Temporary classroom spaces are being provided on campus to accommodate students while buildings are renovated and new ones come on line.

The plan creates new open spaces around which core functions and classroom buildings are organized. The new buildings and the existing ones are integrated into a cohesive plan that distributes uses and curriculum programs in a sensible manner. When complete the school will have 2,135 student stations with a capacity for approximately 2,028 students. The center of campus is cleared of obstructions to make way for the central courtyard and events plaza that form the cornerstone of the design.

Vehicular access and circulation is carefully segregated to reduce conflicts and provide for orderly ingress and egress from the site. The front of the school remains on Thacker Avenue with parent drop-off, visitor and staff parking close to the admin offices. Another staff parking lot and bus loop enters from Patrick Street on the north while student parking is reached from Ernest Street to the south. A total of 610 paved parking spaces will be provided. Pedestrian access is maintained from all three streets with bike racks available on Thacker Avenue. Within the school itself, covered walkways link the entryways and bus loop, through the courtyard, to the buildings and athletic facilities beyond.
